A New Shoalhaven Development Contributions Plan

The Shoalhaven Local Government Area is anticipated to grow by an additional 24,530 people by 2046. Resulting development will generate a demand for a range of local community infrastructure, such as roads, parks, sports facilities, community centres, pools and libraries.
Shoalhaven Council is currently prioritising a review of its local infrastructure contribution framework for the city.
A draft new contributions plan has been prepared that will allow Council to collect money from developers to help fund the additional local infrastructure that is required to support new development. The draft plan will replace the current Shoalhaven Contributions Plan 2019.
The review process provides an opportunity to simplify the contributions plan, expand revenue collection opportunities, provide more accurate infrastructure and land costs, ensure projects meet the needs of future development and reflects Council’s current financial position, whilst ensuring achievable delivery timeframes. Council’s policy position on planning agreements and works in kind agreements has also been reviewed.

The Shoalhaven Contributions Plan 2026 will be considered at Council’s Ordinary Meeting on Tuesday 26 May 2026.
If you would like to address Council about the Plan, you may request to speak at the upcoming Public Forum on Tuesday 19 May.
Please confirm the agenda item number via Council’s Agendas and Meetings page, and submit a Request to address Council form.
Your request must be submitted no later than 9:30am on the day of the Public Forum. Both meetings are scheduled to start at 5:30pm and will be held in the Shoalhaven Entertainment Centre Studio.

Community consultation for the New Shoalhaven Contributions Plan was open for 30 days, from 18 February to 20 March 2026.
During this period, Council undertook a range of engagement activities to provide opportunities for community input. This included two in-person outreach sessions, alongside online engagement via the Get Involved page.
In total:
- The project page received 424 visits
- Exhibition documents were downloaded 96 times
- 7 submissions were received via the online survey
- A further 10 submissions were received outside of the Get Involved platform
All feedback received during the consultation period will now be reviewed and considered.
Next steps
- March–April 2026: Feedback under review
- May 2026: Report to Council
- June 2026: Closing the loop with the community
- July 2026: Anticipated commencement of the plan
